Since 2014, the Graduate School of Education has provided a pathway to the International Baccalaureate (IB) Educator Certificates in Teaching and Learning (IBCTL). This post outlines the development of the online pathway to the IBCTL and sheds light on the design considerations we faced when transitioning our face-to-face courses into engaging online experiences.

教育学研究科では、2014年より、国際バカロレア（IB）教員認定証（CTL）取得可能なプログラムを提供するようになりました。本稿では、2021年度から新たに開始したIBCTLのオンラインプログラムの開発について概説し、すでに2014年から軌道に乗っていた対面式のプログラムを魅力的なオンライン上の学習に移行する際に直面した設計上の考慮事項について明らかにしていきます。

Tamagawa is one of 54 universities across 15 countries offering pathways to the IB Educator Certificates (IBEC) (IB University Directory: 2023, 2023). Eight Japanese universities provide programs of study aligned with the IB Educator Certificates. The IB's recognition process involves a recognition visit, where a team of representatives from the IB visits the university to speak with stakeholders about the structure and content of the courses, which provide a pathway to the IBECs. The IB conducts an interim visit every three years to check on the program's development; universities undergo a re-recognition visit every five years. There are currently eight universities in Japan offering the IBECs. Tamagawa is one of only two Japanese universities offering the PYP, MYP and DP certificates and the only university in Japan with an online program. Programs of study recognized by the IB take different forms at different universities; they can be offered at both the undergraduate and graduate levels and vary in the number of courses and the overall duration of the program. All programs of study recognized by the IB must address a set of prescribed learning outcomes, which address four areas of inquiry: curriculum processes, teaching and learning, assessment processes and professional learning(IB Educator Certificates Academic Course Recognition Pack, 2021). The IBEC Program at Tamagawa is a set of five graduate-level courses aligned with IB's prescribed learning outcomes. Once students complete the courses, they apply to the IB for the Educator Certificate in Teaching and Learning connected to the IB program that the student specialized in.

玉川大学は、IB Educator Certificates（IBEC）取得申請可能なプログラムを提供する15カ国54大学の一つです（IB University Directory: 2023, 2023）。日本では8大学がIBECのプログラムの認証を受け、プログラムを提供しています。IBによる大学の認証プロセスにおいては、IBの代表者からなるチームが大学を訪問し、IBECのプログラムの科目等の構成や内容について関係者と検討する「認証訪問」が行われます。IBは3年ごとに中間訪問を行い、プログラムの発展を確認し、大学は5年ごとに再認証訪問を受けます。現在、日本では8つの大学がIBECプログラムを実施しています。玉川大学は、PYP、MYP、DPの認定証を取得申請可能な日本の2大学のうちの1つで、日本で唯一、オンラインプログラムを提供している大学でもあります。IBが認定する学習プログラムは、大学によって形態が異なり、学部レベルと大学院レベルの両方で提供、科目数やプログラム全体の期間もさまざまです。IBが認定するすべての学習プログラムは、カリキュラムプロセス、指導と学習、評価プロセス、専門的学習の4つの探究分野に対応する、一連の所定の学習成果を扱う必要があります（IB Educator Certificates Academic Course Recognition Pack, 2021）。玉川大学のIBECプログラムは、IBの所定の学習成果に沿った大学院レベルの5つの科目がセットになっています。学生は必要な科目をすべて修了すると、専門に学んだIBプログラムに関連する「指導と学習におけるIB認定証」の教員認定証の取得をIBに申請します。

Over the years, the program at Tamagawa has undergone revisions to address changes in the requirements set out by the IB, the feedback received in our re-recognition and interim visits and the needs of our students. During our re-recognition visit in 2020, we added the PYP certificate and were recognized to offer online English versions of our courses.

玉川のプログラムは、IBが定める認証要件の変更、再認定や中間訪問で受けたフィードバック、学生のニーズなどに対応するため、この10年間で幾度となく改訂を行ってきました。2020年の再認定訪問では、PYPでの認定証獲得を可能にし、英語版のオンラインプログラムを提供することが認められました。

In the 2021 academic year, Tamagawa Graduate School of Education launched the first online cohort. Our first cohort in 2021 was small, with Japanese nationals in Japan and the Asia Pacific region. The 2022 cohort grew to include international students from the US, South Africa, Indonesia, China and Japanese citizens working in Japan. The current cohort is our largest, with 13 students of various nationalities.

これを受けて2021年度に、玉川大学大学院教育学研究科が最初のオンライン学生の受け入れを開始しました。2021年の最初の履修者グループは、日本国内とアジア太平洋地域の日本人で構成された少人数でした。2022年の履修者グループは、アメリカ、南アフリカ、インドネシア、中国からの日本人以外の学生と、日本で働く日本人を含むまで多様になりました。今年度の履修者グループは、さまざまな国籍の13人の学生で構成される最大の履修者数です。

Thus far, we have had an excellent completion rate, and the student evaluations of the courses and course content have been favorable. We anticipate that the program will continue to grow as the number of IB schools in Japan and across the region increases.

これまでのところ、修了率は非常に高く、科目構成や科目内容に対する学生の評価も好評です。今後も、日本や各地域のIB校の増加に伴い、本プログラムが発展していくことが期待されます。
